2. Open inside Penn Quarter’s Indebleu restaurant since April, Stir Lounge is an 1,800-square-foot nightspot with an 80-foot black leather banquette, reflective vinyl floors, and 14 acrylic tables. Entertainment highlights include a raised dance floor embedded with 50 colored lights, a DJ booth, and a smoke machine. The venue can be bought out for 250.
3. Trilevel restaurant and lounge Policy opened below U Street in April. On the ground floor, the 64-seat Love dining room offers an edgy interpretation of a classic diner. The second-floor 64-seat Liberty lounge has four semiprivate spaces for groups of 12 to 30. The lower-level Truth private dining room and bar seats 120.
