Guenter H. Richter, a hospitality veteran who has helped raise the luxury standard of six hotels to the five-star level, has been appointed general manager for the Regent Bal Harbour, a 124-room beachfront hotel set to open in the second quarter of 2007 within the exclusive Village of Bal Harbour. The $225 million project on Miami Beach's most northern tip will feature a 17-story hotel and a 26-story residential condominium tower.
