Lollipop, a new Upper East Side restaurant and lounge designed by the Rockwell Group, opened this week in a long and narrow 1,000-square-foot space. Owned by Vittorio Assaf and Fabio Granato of the Serafina Restaurant Group, the subterranean venue sits next to Serafina Fabulous Grill, with an interior in red, orange, and pink candy colors. Rockwell’s design includes a transparent resin bar, mirror-paneled walls, and color-changing, oval-shaped LED lights set into a black vinyl ceiling. On the menu are Thai and Vietnamese tapas, including some served like lollipops such as skewered shrimp, lobster, and Kobe-style beef. —Anna Sekula
