1. JOSÉ ANDRÉS NOMINATED FOR 2019 NOBEL PEACE PRIZE: José Andrés has been nominated for the 2019 Nobel Peace Prize, Rep. John Delaney (D-Md.) confirmed on Wednesday. Andrés and his nonprofit fed Puerto Ricans after the devastating Hurricane Maria. Washington Post: "Delaney, who has already announced his presidential campaign for 2020, said he could not discuss any specifics of his nomination or what motivated it. The five-member Norwegian Nobel Committee, which awards the annual prize, discourages nominators from making any public announcements. The deadline for nominations is February 1, and the committee will announce the laureates next October. The Nobel Foundation did not immediately respond to an email about Andrés’s nomination. According to its website, the Nobel committee 'does not itself announce the names of nominees, neither to the media nor to the candidates themselves.' The committee also doesn’t reveal any information about nominees until 50 years after the award is first announced. Last year, according to the committee, there were 331 candidates, the second-highest number ever. The record was 376 candidates in 2016. Only certain individuals are allowed to submit nominees. They include people who have previously won, past, and current members of the Norwegian Nobel Committee and current members of a national assembly, such as the House of Representatives. ... NATIONAL ARCHIVES FOUNDATION SAYS 'MORNING JOE' WEDDING DIDN'T BREAK FEDERAL RULES: The National Archives Foundation said in a statement on Wednesday night that the secret wedding of Morning Joe anchors Joe Scarborough and Mika Brzezinski, which took place November 24 at the National Archives building in Washington, didn't break federal rules as previous reports had stated. The Hollywood Reporter: "'The Scarborough-Brzezinski wedding event was approved through the normal process and Scarborough-Brzezinski followed all of the procedures that the Foundation outlined and required in advance,' said executive director Patrick Madden. The controversy is a convoluted one, but it began on Sunday afternoon, when a Vanity Fair reporter exclusively published the details of the previously unannounced wedding. Emily Jane Fox, an MSNBC contributor, wrote that Scarborough and Brzezinski married in the Rotunda of the building, saying that 'each entered from a separate end of the Rotunda, walking toward each other to meet in a bronze circle in the center of the main room, with inlays that read "history," "justice," and detail the Ten Commandments.' (The Rotunda of the National Archives displays the Declaration of Independence, Constitution of the United States, and Bill of Rights.) On Tuesday afternoon, the local Washington City Paper pointed out that a rule in the federal register appears to preclude private events from being held in the Rotunda. Federal regulation §1280.84 says clearly that 'the use of the Rotunda for private events is not permitted.' But Madden said in the statement that the ceremony, which was officiated by a sitting U.S. congressman, 'took place in the Rotunda Galleries, not the Rotunda where the Charters of Freedom are located.' ... The event also seemed to violate a rule against holding private events on the weekend, but the Foundation said the guidelines on the books are out of date and that 'NARA has initiated the process to update its regulations to reflect current policy.' The Foundation said in the statement that 'recent news articles have erroneously reported details of the event,' which have been picking up steam in conservative media. 3. BRAZIL BACKS OUT OF HOSTING U.N. CLIMATE CHANGE CONFERENCE: Brazil has withdrawn its offer to host a U.N. climate change conference next year, which has environmental groups questioning whether the country's government cares about reducing carbon emissions. Associated Press: "Brazil pulled its offer to host the 2019 climate change conference because of 'the current fiscal and budget constraints, which are expected to remain in the near future,' the foreign ministry said in a statement sent to The Associated Press. Environmental groups interpreted the decision as a nod to President-elect Jair Bolsonaro, who promised during his campaign to pull Brazil out of the Paris accord on climate change. Since being elected, Bolsonaro has publicly wavered on those promises. However, climate scientists have said Bolsonaro’s stated intention to open the Amazon for greater development could make it impossible for Latin America’s largest nation to meet its reduced emissions targets in the coming years. Bolsonaro told reporters late Wednesday that he had recommended to the incoming foreign minister that Brazil not host the event. ... The World Wildlife Fund in Brazil noted that the decision not to host next year’s conference diverged from the position shared by Brazilian officials before the elections, 'demonstrating the strong influence of the transition team.' 'Brazil’s participation is vital to meeting global targets, as our country is currently the seventh largest emitter of greenhouse gases and the Amazon has a key role in regulating global climate,' the group said in a statement.
