* INCOMING *

1. SEPTEMBER 11 GUIDELINES: To prepare for the 10th anniversary of the attacks, the White House released a set of guidelines on the message public commemorations should give. The New York Times: "The guidelines list what themes to underscore—and, just as important, what tone to set. Officials are instructed to memorialize those who died in the Sept. 11, 2001, attacks and thank those in the military, law enforcement, intelligence or homeland security for their contributions since."

Re: the president's plans: "Some senior Obama administration leaders had advocated a lengthy program of speeches and events to mark the anniversary, but the final decision was for lower-key appearances by Mr. Obama and other senior leaders only on the days leading up to the anniversary and on Sept. 11 itself."

2. OBAMA'S HOLLYWOOD FUND-RAISING SWING: From BizBash L.A. bureau chief Alice Dubin: The Hollywood Reporter has news on the second of what is sure to be a series of fund-raising visits to Hollywood donors by President Barack Obama, who will return to Los Angeles September 26 for a pair of events scaled at different price points. The first is scheduled for 4:30 p.m. at the House of Blues on Sunset Boulevard, and prices to get in the door will start at $250. (A photo with the president is $10,000.) Later that evening, Obama will head to Fig & Olive on Melrose Place. It will cost $35,000 per couple. Sources say invitations go out this week. THR: "A recent analysis by the Center for Responsive Politics reported that the entertainment industry contributed $2.53 million of the $39 million Obama collected during the first half of 2011."

3. OLYMPICS DROP GREEN PLANS: The 2012 Olympic Games in London are reneging on some eco-friendly measures originally planned. Bloomberg: "Scrapping the plan, which would have involved offsetting the emissions generated by the Games by investing in clean-energy projects in poor countries, underlines how carbon-saving measures are being overlooked to save money as the U.K. cuts spending and increases taxes amid an economic slowdown."

4. NASCAR'S NEW MARKETING CAMPAIGN: The auto sports racing group is tapping colleges this fall, calling on student ambassadors to host events like viewing parties and trips to watch auto racing. Twelve schools are involved with the new brand ambassador program, including U.N.C. Charlotte and Chapel Hill. Students will be responsible for hosting at least 10 unique Nascar events while integrating the sport into existing campus events. Newsobserver.com:
