Even during speculation about the slowing economy, several New York restaurateurs are still opening new venues. But according to Patricia Clough of KB Network News, a PR firm that works with lots of restaurants, one roadblock that's causing setbacks is getting the necessary permits and licenses required to open a new venue. That's a task that's usually taken care of by officials in the Fire Department of New York, which currently has its hands full working with recovery efforts downtown, so new restaurant openings aren't a top priority.
