RED TAPE IN CHICAGO: Speaking of the Windy City: Occupy groups preparing to protest during the NATO summit in May are finding a host of strict new rules for protests introduced by Mayor Rahm Emanuel. 3. INTEL'S DIGITAL ART: Business Insider has a slide show from the Creators Project, a festival put on by Intel and Vice magazine that stopped in San Francisco this past weekend. 4. L'OREAL AT TIFF: L'Oreal Paris announced on Tuesday that it has signed on for a second year as official beauty partner of the Toronto International Film Festival. L'Oreal will launch a limited-edition TIFF cosmetics collection and hold a beauty correspondent scouting contest for aspiring journalists. 6. EVENTBRITE ADDS CREDIT CARD READER: On Tuesday the online ticketing platform introduced a device to allow event organizers to collect ticket payments on the go. CHICAGO: Rosebud Restaurants will open Bar Umbriago this spring. The 130-seat Italian wine bar will be at 6 West Hubbard Street, and will offer shareable small plates and live entertainment.
Chicago will host the 2012 McDonald's All American High School Game at the United Center March 28. Lifestyle brand Sportique will create a line of T-shirts for the game, which will be sold at the event and at Urban Outfitters. This is the first time McDonald's products have been offered at retail.
Monkey Shoulder Whiskey will host a launch party at the Bedford March 27. The invite promises a "night's worth of surprises...that refuse to stay confined to your glass."
River North's Allyu Spa, which closed temporarily after a fire in February, has reopened with a refurbished meeting and spa-party room.

TORONTO: The Four Seasons Hotel Toronto will close March 28 in anticipation of its move two blocks down the street to its new headquarters later this summer. Four Seasons has created a "Memory Book" on its Facebook page and invites people to post images and memories of the original location.
WASHINGTON: The French-American Global Forum debate March 29 will focus on how American, French and European populations will react to new economic constraints and what the new social contract for the people will be. The event is presented by the Alliance Française de Washington.
